Workshop on Violence Against Women (December 2006) |

A three day workshop on violence against women was organized
by the National Commission for Women and Children and RENEW
from 29th-31st December 2006. The workshop underscored the
importance of coordination between the different agencies,
particularly the medical care services, law enforcement
and the judicial services in addressing the violence against
women.

Training of Police Personnel in Basic Computer Skills (November-December 2006) |
| |
60 police personnel who will be part of the Women and Child
Protection Unit (WCPU) and the complaints and response mechanism
system that will be established at the Royal Bhutan Police
(RBP) were trained in basic computer skills and data management.

Targeting the Participation of Women, Youth and People with Disabilities in the Electoral Process: Capacity building of the Core Team of Trainers, Manila (October 2006) |

A Core Team of Trainers from organizations with institutional responsibilities for women, youth and people with disabilities was instituted to spearhead the collaborative initiative between the Election Commission of Bhutan and the National Commission for Women and Children. The Core Team visited Manila in October 2006 to get exposure to initiatives being implemented in the Philippines on targeting women, youth and PWDs in the electoral process. The Team visited the Commission of Elections, the National Movement for Free Elections, National Commission for Disabled Persons, the National Youth Commission and the Center for Media Responsibility during their stay in Manila.

South Asia Training of Trainers on the CEDAW (September 2006) |

Two Program Officers from the NCWC participated in the training. The training was organized by UNIFEM SARO and Partners for Law and Development (PLD) in Gurgaon, Harayana. The training was aimed at expanded the pool of trainers to take forward the CEDAW implementation nationally in the South Asian region.

SAARC-UNIFEM Review Meeting on the Preparation of the SAARC Gender Database, (August 2006) |

The SAARC-UNIFEM Review Meeting was held in Paro at the Olathang Hotel. The Meeting was jointly hosted by the Ministry of Foreign Affairs and the National Commission for Women and Children. The Meeting was attended by representatives and experts from all member countries, SAARC Secretariat and UNIFEM. The SAARC-Gender Database, once operational, will be a single-window, one stop gender shop of all SAARC countries. It will be an important tool for advancing gender equality and gender justice in the SAARC region.

Training of National Gender Focal Points in Gender Mainstreaming and Analysis (August 2006) |

The Training for National Gender Focal Points in Gender
Mainstreaming and Analysis was organized on 21st-26th August
2006 at the Namsay Choeling Resort in Paro, Bhutan. It was
attended by the national gender focal points, representatives
from the UN agencies in Bhutan, and the media, and facilitated
by resource persons from UNIFEM, ICIMOD and AIT. The main
objective of the training was to strengthen the capacity
of the national gender focal points in gender mainstreaming
and analysis.

NGO Coordination Meeting (July 2006) |

The National Commission for Women and Children organized and hosted the first NGO coordination meeting on 14th July 2006 to familiarize the NGOs with the functions and mandate of the NCWC; explore mechanisms for collaboration and coordination and to chart out a future course of action for the NCWC and the NGOs. The meeting endorsed the need to identify key areas or issues that affect women and present for discussion so that lead agencies and roles can be determined; include all NGOs in the complaints and response mechanism; and explore collaborative programs so that violence against women can be addressed in a more systematic manner.

Training of Trainers: Child Rights Sensitization (June 2006) |

The Child Rights Sensitization: Training of Trainers Program
was organized by the Office of Welfare Promotion, Protection,
and Empowerment of Vulnerable Groups, Ministry of Social
Development and Human Security; the Thailand Development
Cooperation Agency; and UNICEF Thailand. The two week training
course was designed to benefit child rights trainers, advocates
and program planners from child-focused government agencies,
NGOs and academic institutions from different countries
in Asia. The training stands to benefit as well as the partners
of UNICEF, other UN organizations and international and
national development organizations who are actively or will
be actively involved in mobilizing groups of people for
child rights advocacy, promotion and protection. Five participants
from Bhutan participated in the training.

Report on "Gender and Gender Mainstreaming" session at the National Training Workshop on Monitoring and Evaluation System at Y.T Hotel. Lobeysa (22nd June 2006) |

The National Training Workshop on Monitoring and Evaluation System was organized by the Planning Commission at Y.T Hotel in Lobeysa from 22nd June 2006. Participants at the workshop included the Planning Officers, Assistant Planning Officers, Data Managers, IT Officers from central agencies as well as from Tsirang, Punakha, Paro and Sarpang dzongkhags.
In a move to inform the 10th Plan preparatory process on
the importance of mainstreaming gender into its plans, targets
and strategies, the National Commission for Women and Children
(NCWC) had proposed to the Planning Commission to organize
a one-day gender sensitization programme on 22nd June 2006
for its participants. The programme was also aimed at briefing
the participants on the National Plan of Action for Gender.
The activity was funded by UNDP.

Participants at the workshop included the Planning Officers, Statistical Officers, Information Officers and Data Managers of the 20 dzongkhags.

National Consultation on Women and Child Friendly Judicial Procedure, Gedu (27th - 29th March 2006) |

The NCWC organised in March 2006 a National Consultation on Women and Child Friendly Judicial Procedures. The participants to the Conference will consist of the Judiciary and law enforcement agencies (judges, lawyers, the Office of Legal Affairs and police officers). The main objectives of the Conference will be to develop an overall understanding of the CEDAW and CRC and related issues, more particularly child protection issues and violence against women; to review national legislation relevant to women and children, identify gaps and make recommendations; and, to explore and develop a course of collaboration with the Judiciary in terms of Women and Child Friendly Procedures.

International Women's Day Celebration, Bumthang (8th March 2006) |

The 2006 International Women's Day was observed in Bumthang on 8th March 2006. Her Majesty, Ashi Sangay Choden Wangchuck, UNFPA Goodwill Ambassador, graced the occasion as the Chief Guest. H.E Nicholas Rosselini, Resident Coordinator, UN System in Bhutan and his wife also attended the event along with other distinguished guests from Bumthang, Lhuentse, Mongar, Zhemgang, Samtse, Thimphu, Dagana, Trongsa and Trashigang, and the local community of Bumthang.

Study Tour to Sri Lanka for Police and Judiciary on Women and Child Friendly Procedures (January-February 2006) |

Briefing for Parliamentarians, Paro (23rd December 2005) |

The NCWC conducted a Briefing for the Parliamentarians from two districts of Western Bhutan (Haa and Paro) on the CRC and the CEDAW. The Briefing was graced by His Excellency, the Hon’ble Speaker of the National Assembly, Dasho Ugyen Dorji. The Resident Representative of UNICEF and UNDP also attended the inaugural session. Participants consisted of the Dzongrabs, Chimis, Mangmis and Gups from the two districts, Councilors of the Royal Advisiory Council, and people from the national media. The Briefing addressed issues related to children and women’s rights as well as children’s protection issues and gender concerns in the country. This Briefing represented the start of a nationwide briefing on these two Conventions.

Launch of the State of the World’s Children 2006, Thimphu (19th December 2005) |

The State of the World's Children 2006 titled “Excluded and Invisible” was launched in Bhutan by His Excellency Lyonpo Sangay Ngedup, the Prime Minister of Bhutan. Participants to the Launch included Hon'ble Ministers, dignitaries and guests from the government and international organizations, school teachers and students. Students performed stage shows voicing social problems faced by the youth.

National Gender Planning Retreat, Paro (7th-9th November 2005) |

The Retreat, organized by the NCWC, had the primary objective of developing a framework for the National Plan of Action for Gender. The three day retreat included the sectoral presentations from the national gender focal points, introduction to the tools for gender planning, an overview of gender budgeting, and discussions on the themes and framework for the Plan of Action. National Consultation on Women and Child Friendly Police Procedures, Thimphu (18th-21st October 2005) |

The National Consultation on Women and Child Friendly Police Procedures was the first of its kind in Bhutan. It was attended by members of the Royal Bhutan Police from across the country, national gender focal points, and representatives from the Royal Court of Justice, members of the NCWC, and UNDP. Participants were briefed on the Bhutan Penal Code, the draft Constitution, and the Civil and Criminal Procedure Code of Bhutan by the Hon’ble Chief Justice. The briefings covered issues pertaining to the justice system of Bhutan, particularly in relation to women and children in conflict with the law. The CRC, CEDAW and related issues were also presented to the participants. Participants deliberated on various concerns related to women and child friendly procedures, and more particularly on the development of a complaints mechanism. Based on the discussions, 16 recommendations were made, some of these already being implemented such as the establishment of the Women and Child Protection Unit.

Capacity Building of National Gender Focal Points in Gender Mainstreaming, Thimphu (11th-12th October 2005) |

Attended by the national gender focal points representing the different government agencies and autonomous organizations, members of the NCWC, representatives of the donor community and the civil society, the workshop was aimed at sensitizing the participants on gender and training them in gender analysis and gender mainstreaming. Participants were also given guidelines for carrying out gender analysis of their respective organizations and for developing presentations on their findings and recommendations for gender mainstreaming. These presentations proved to be important inputs for the development of a framework for a National Plan of Action for Gender at the National Gender Planning Retreat. 10th Anniversary Commemoration of the Fourth World Conference on Women, Beijing (29th August -1st September 2005) |
The 10th Anniversary Commemoration of the Fourth World Conference on Women was held in Beijing (Link to the Beijing Platform of Action). Participants included State leaders, first ladies, and ministers in charge of women’s affairs/gender equality, UN officials and NGO representatives.Bhutan was represented at the event by the Finance Secretary, Aum Yanki T Wangchuk, and the Executive Director of NCWC, Dr. Rinchen Chophel.

Gender Sensitization Workshop for Policy Makers, Thimphu (19th August 2005) |
The workshop was designed to get all the relevant gender proponents together, consolidate progress made to date, identify constraints, and build capacity to move the gender agenda forward to culminate in the participatory planning of the National Plan of Action for Gender in November 2005. Further, the workshop discussed strategies for the mainstreaming of gender in RGoB, including the preparation of sectoral gender checklists, entry into the Round Table Meeting and 10th Five Year Plan planning processes, and meeting the 2006 reporting requirements of CEDAW. Visit to Study Women and Child Friendly Police and Judicial Procedures in Thailand (30th July-6th August 2005) |

A seven member delegation comprising of members of the Royal Bhutan Police, the Royal Court of Justice and the NCWC visited Bangkok to observe and access women and child friendly legal and police procedures. Regional Consultation on Violence against Children, Pakistan (17th-21st May 2005) |

The Regional Consultation on Violence against Children was held in Islamabad, Pakistan. Bhutan was represented by a 10 member delegation including 2 school children. The NCWC was represented by the Executive Director, Dr. Rinchen Chophel.

National Consultation on Violence against Children, Thimphu (21st-22nd April 2005) |

The National Consultation on Violence against Children aimed at providing a broad national forum to discuss the issues of violence against children, the prevailing forms of violence, and its causes and to review the existing effective interventions, gaps and challenges. The Consultation was also aimed at increasing the attention and commitment of the State, civil society and other stakeholders, building stronger partnerships to confront violence against children and identifying country specific actions and strategies for their implementation.
In-school and out-of-school youth and stakeholder agencies participated in the Consultation that was organized in Thimphu. The report of the Consultation was presented at the Regional Consultation on Violence against Children in Islamabad, Pakistan in May 2005.
